Ian Baxter's Biography

At IEN, Ian's work focuses on community resilience, renewable energy, historic preservation, and policy development, as well as project management, facilitation, and proposal development.  Prior to IEN, Ian was a Regional Planner at the Thomas Jefferson Planning District Commission (TJPDC), working on regional housing, transportation, and environmental issues. His work at the TJPDC included coordinating eviction prevention efforts, hazard mitigation planning, affordable housing development, and other regionally focused initiatives.    

Ian also worked in political organizing and voter registration with a focus on increasing young peoples’ involvement in the political process; specifically, helping high school-age students in the Richmond area to register, vote, and turn out their peers. Ian graduated from James Madison University with a B.A. in political science and University of Virginia’s Frank Batten School of Leadership & Public Policy with a Master’s in Public Policy. He served as a teaching assistant at Batten and focused primarily on affordable housing policy.
