The Forum for Civil Dialogue on Tobacco, Nicotine and Alternative Product Harm Reduction and its series of dialogues convenes a diverse group of stakeholders to discuss tobacco, nicotine, and alternative products harm reduction strategies, with a focus on how they may be implemented in the United States and globally as part of a larger push to reduce disease and death caused by tobacco use.

A key goal of the seventh dialogue, held in 2024, was to address the extensive misinformation and confusion that now surrounds the spectrum of risk associated with smoking relative to other nicotine products. Many people believe incorrectly that vaping and the use of other forms of noncombustible products are more harmful than smoking, and that nicotine is a cause of cancer. During intense discussions over the two days, participants discussed the latest scientific research and data and explored possible policies, regulations, and communications that could make it easier for consumers to reduce their risks. This discussion and input from stakeholders was captured in the report, "Accelerating Actions to Clear the Smoke" (linked below), which also updated the Core Principles that have been developed and refined over the course of the preceding dialogues. 

IEN has appreciated the input of the many individuals who have participated in the Morven Dialogues over the years and who came to the table prepared to engage in civil discussions.
